We were so focused on making sure the Justice meeting episode was produced, I ran out of time to produce the agenda preview. So today it will be no frills (without my regular commentary) in written form.


Here it goes:


The Shasta County Board of Supervisors will meet on Tuesday, March 25, 2025, at 9:00 a.m. at the County Administration Center in downtown Redding. The agenda outlines a wide range of items, from strategic planning and legislation to housing and public safety.


The meeting will begin with R1, updates from the County Executive Officer and the Supervisors. These reports typically include legislative updates and ongoing issues throughout the county.


Item R2 includes formal letters of support and opposition regarding current state legislation.


The Board will oppose:


SB 16, the Shelter Partnership Act, which requires counties to coordinate homelessness services on a regional level. Concerns include potential costs and loss of local control.


The Board will support:


Several items related to elections, which is notable because they appear to be items meant to appease election denialists who recently won a legal battle against the county regarding circullating a local ballot initiative.


SB 405, allowing counties to require voter ID at polling places.


SB 406, which requires ballots to be received (not just postmarked) by Election Day.


SB 407, which shortens the vote counting and certification window to one week.


SB 408, which strengthens procedures for updating and verifying voter addresses.


SB 496, providing exemptions for rural counties from zero-emission vehicle mandates.


A proposal to expand the Alternative Custody Program through a new Corrections and Rehabilitation Campus.


Item R3 is a presentation by the Strategic Plan Ad Hoc Committee, sponsored by Supervisors Long and Plummer. The discussion may set future goals for the county.


Consent Calendar Highlights:


C1: Approves a new lease for Grand Jury office space.


C4: Finalizes changes to the Elections Commission ordinance.


C5, C9, C10, C11: Proclamations for April observances including Arts, Culture and Creativity Month, Child Abuse Prevention Month, Week of the Young Child, and Fair Housing Month.


C12: Authorizes the county to apply for Emergency Solutions Grant funding to support housing programs.


C13: Approves Homeland Security Grant funding for local agencies.


C14 and C15: Approve Proposition 47 funding agreements with United Way and Shasta Community Health Center.


C16 and C17: Approve airport lease agreements and rehabilitation projects at Fall River Mills Airport.


C20: Accepts the annual Housing Element Progress Report.


The meeting will conclude with a closed session. Topics include labor negotiations, pending litigation involving Anderson/Millville Residents and former Supervisor Patrick Jones, and a property negotiation between the County and the City of Redding for a parcel on Eastside Road.


The Board will then briefly convene as the In-Home Supportive Services Public Authority Governing Board.


These meetings are where decisions are made that affect public safety, housing, infrastructure, and governance across Shasta County. Residents are encouraged to attend in person or contact their supervisors to express their views.
