The Shasta County Board of Supervisors will meet on Tuesday, July 22, 2025, at 9:00 a.m. at the County Administration Center in downtown Redding. This meeting follows Monday’s special session, which was largely procedural. That meeting focused on approving cost recovery for nuisance abatement actions through liens and special assessments across more than a dozen properties. Supervisors reviewed extensive documentation from Code Enforcement regarding unresolved blight and unpaid fines going back several years.

R1: CEO and Supervisor Reports
The meeting begins with updates from the County Executive Officer and individual supervisors. These segments often include commentary on countywide priorities, updates from regional committees, or advocacy related to pending legislation. No action is scheduled under this item.
R2: Probation Services Week Proclamation
Supervisor Long is sponsoring a proclamation recognizing July 20–26, 2025, as Probation Services Week in Shasta County, sponsored by Supervisor Allen Long. The proclamation highlights the essential role of probation and juvenile detention officers in maintaining community safety and reducing recidivism. Shasta County probation staff currently supervise approximately 1,800 adult and 170 juvenile offenders. These officers, who are sworn peace officers while on duty, provide a broad range of services including supervision, rehabilitative programming, and juvenile detention. The week serves as an opportunity to acknowledge their work and dedication to safer communities and better lives.
Consent Calendar Highlights
The Consent Calendar includes several routine items, but a few stand out due to cost and significance.
C2: The County ratifies its termination notice to AV Capture All, Inc., the former vendor responsible for hosting Board of Supervisors meeting videos. With that service now discontinued, videos are being migrated to Granicus, the county’s new platform. This change restores public access to past meeting recordings, including most of 2023 and a few from late 2022, which had been unavailable for several weeks.

C3: The Board will ratify four legal service agreements with Underwood Law Offices for work on the Assessment Appeals Board, Building Appeals Board, Employee Appeals Board, and certain property tax proceedings under the Revenue and Taxation Code. While no charges have been incurred yet for the current fiscal year, the agreements allow for up to $50,000 in legal services each.
C5: The Sheriff’s Office is amending its agreement with Axon Enterprise, Inc., to add report-writing capabilities to its body-worn camera system. This update increases the contract’s maximum compensation, though the specific amount isn’t noted in the agenda summary.
Next are two public hearings related to property assessments and service fees. These are largely procedural but are necessary steps to ensure funding continues for road maintenance and utility services in designated areas of the county.
R3: Parcel Charges for Permanent Road Divisions
The Board will hold a public hearing to approve the Annual Parcel Charge Reports for the various Permanent Road Division Zones in Shasta County. These charges fund the maintenance and improvement of private roads within defined zones and will be added to the property tax bills for Fiscal Year 2025–26. There is no impact to the General Fund.
R4: County Service Area Liens and Parcel Charges
This item consolidates three actions into one public hearing. First, the Board will confirm reports of delinquent water and sewer service fees in County Service Areas (CSAs) and authorize liens to recover those costs. Second, they’ll approve a discharge of accountability for certain debts deemed uncollectible. This item has no General Fund impact.
Closed Session
The meeting will conclude with closed session discussions, which are held outside of public view to allow confidential negotiations and legal matters to proceed. The public is only informed if a reportable action is taken during these sessions. Two items are on the closed session agenda:
R5: Conference with Labor Negotiators
The Board will meet with its labor negotiation team regarding contracts and terms for three groups: unrepresented confidential employees, unrepresented management employees, and members of the United Public Employees of California, Local 792 – Professional Unit.

R6: Conference with Real Property Negotiators
This session concerns negotiations with the City of Redding over the property at 7251 Eastside Road (APN 050-050-010). Discussions will focus on price and terms of a potential sale, purchase, exchange, or lease involving the County and City.

This week’s meeting is relatively light, with few controversial items on the agenda. But it’s worth remembering that civic engagement matters regardless of how dramatic the headlines may be. Every agenda, no matter how routine, shapes how our county functions. Public participation is what keeps the process accountable.
