The Shasta County Board of Supervisors will meet on Tuesday, July 29, 2025, at 9:00 a.m. at the County Administration Center in downtown Redding. The agenda includes legislative updates, property abatement enforcement, wildfire prevention planning, and several closed session matters including lawsuits and personnel decisions.

R1 – Supervisor and CEO Reports


The meeting will begin with updates from the County Executive Officer and members of the Board. These reports typically include legislative updates and information about countywide issues. No vote is scheduled for this item.


Consent Calendar Highlights


The Consent Calendar includes several routine items that may be approved in one motion without discussion. Members of the public may comment during the open time period at the beginning of the meeting.


C2 – $15.8M Affordable Housing Project in Anderson


The Board will authorize staff to receive up to $15,861,140 in grant funding for a 45-unit affordable housing development in the City of Anderson. This item is part of the Health and Human Services Agency’s Economic Mobility program.


C4 – Jail Body Scanner Purchase


The Probation Department will purchase a Tek84 Intercept Whole Body Security Scanning System, waiving competitive procurement requirements and allowing for advance payment of the warranty. The scanner is used for contraband detection.


C5 – Castella Water Intake Replacement Contract


Public Works will award a contract to Timberworks for the Castella Intake Replacement Project, which affects County Service Area No. 3. This item has a General Fund impact.


C6 – Landfill Methane Testing Contracts


Two agreements will be approved for testing services at the West Central Landfill’s gas collection and control system—one with Tetra Tech BAS, Inc., and another with Lawrence & Associates.


C10 – Records Conversion Contract


The Board will approve an agreement with BMI Imaging Systems for media conversion and Trusted System services related to county recordkeeping.


C11 – Legal Training and Consulting


A retroactive renewal with Liebert Cassidy Whitmore will provide the County with continued access to labor-related legal training and consulting.


After voting on the Consent Calendar, the Board will resume the Regular Calendar with a hearing item related to property abatement enforcement.


R2 – Nuisance Abatement Lien for Fall River Mills Property


Following a hearing held on July 21, the Board will consider placing a lien and special assessment on a property in Fall River Mills (APN 011-530-002) due to unresolved nuisance conditions. The Administrative Hearing Officer previously found violations of county code and ordered the issues be abated. The Board can adopt the proposed resolution, amend it, or provide alternate direction. This item results in general fund savings.


R3 – Wildfire Prevention Plan Presentation


The Board will receive a presentation from the Western Shasta Resource Conservation District on the Shasta County Community Wildfire Prevention Plan. Sponsored by Supervisor Plummer, this plan outlines strategies to reduce wildfire risk across the region. No action will be taken.


The meeting will conclude with a Closed Session, where the Board will discuss several confidential matters outside of public view. The public will be informed afterward only if any reportable action is taken.


R4 – Conference with Legal Counsel – Existing Litigation


The Board will discuss two active lawsuits:


County of Shasta et al. v. California Energy Commission et al. (Case No. 23CV-203737)


Anderson/Millville Residents v. County of Shasta, et al., Patrick Jones, Real Parties in Interest (Case No. 23CV-0203713)


R5 – Public Employee Appointment


The Board will consider appointing a permanent Director for the Health and Human Services Agency. Christy Coleman has been serving as Interim Director since former director Laura Burch went on medical leave and later departed from the agency.


R6 – Public Employee Performance Evaluation


County Counsel Joseph Larmour is again scheduled for a performance evaluation in closed session. A similar evaluation was listed on the July 16 agenda, suggesting this may be a continuation or follow-up discussion.


R7 – Conference with Labor Negotiators


The Board will once again meet with labor negotiators regarding the Professional Unit of the United Public Employees of California, Local 792.


While this meeting may seem light, it includes decisions that affect housing, public safety, and county leadership. Every agenda matters, and public involvement remains essential. Residents are encouraged to attend in person or contact their supervisors to share their views.
